William Amos Kelly, aged 84, passed away at McLeod Seacoast Hospital in Little River, S.C. after a long illness. He was born in Union Hall, Va. and spent his youth in Franklin County. He was a graduate of Lynchburg University. Bill had a long career in juvenile justice. He served as the Director of Court Service Unit for Roanoke City. He subsequently retired as the Regional Administrator for the Virginia State Department of Juvenile Justice. After retiring, Bill and his wife, Kathy, relocated to Ocean Isle Beach, North Carolina.
A Celebration of Life will be held in January 2023. In lieu of flowers, donations can be made in his memory, to the Shallotte Presbyterian Food Pantry. Donations may be sent Shallotte Presbyterian Church, PO Box 3256, Shallotte, NC 28459.

Dear Uncle Buck: We had a Christmas gift exchange at our office this year, and I received a legal pad folder with the VJJA logo on the front. I know these were given out free at the November VJJA Institute, and I can't imagine any of my coworkers being so cheap as to pass along a free gift as a Christmas present. While I'm not sure who gave the gift, I do have a pretty good idea. Should I confront the person about this, or just let it go? - Slighted
Dear Slighted: This year for Christmas, Uncle Buck received the same folder with the VJJA logo as a gift from his wife, Mrs. Uncle Buck, who also just happened to attend the last VJJA Institute. She also gave me a Family Preservation Services coffee mug, a Grafton School paperweight, a baseball cap bearing the Challenge Program insignia, a notepad and pen from the Doubletree Hotel and some really stale chocolate chip cookies. Let it go, Slighted. Just let it go.

It is with heavy hearts that VJJA shares the sad news of the passing of Lifetime Member Diane Carlson (Floyd) Shelton.
Diane Carlson Shelton passed away on January 30, 2022 after a short battle with cancer. She was born on August 13, 1952 in Washington D.C. Diane grew up in Arlington, VA and graduated from Wakefield High School in 1970. She attended East Carolina University, receiving her undergraduate degree in psychology and sociology in 1974 and her Master’s in Education in 1976. Diane began her career in 1976 as a Juvenile Probation Officer in Virginia Beach, later became a group coordinator and retired in 2008 as a Probation Supervisor. She developed and implemented the “Street Law” program for the CSU. In 2009, she became the City of Virginia Beach’s Local Juvenile Detention Alternatives Initiative (JDAI) Coordinator. In 2012, she became Executive Director of the Friends of the Virginia Beach Juvenile Court, a position she held until her death. Diane was a career long member of the Virginia Juvenile Justice Association (VJJA), maintaining her membership for 46 years. She was particularly active as a member of the Local Advisory Board (LAB) for VJJA’s Tidewater District Chapter. For several years, she served as Editor of a regional newsletter the “Court Jester” and as State Conference Chair/Institute Planning Chair. For more than two decades she organized Tidewater “Spring Fling” (a training event that included an annual volleyball tournament). Diane also served as Chair of the Tidewater District Spring Institute for 15 years. In 1989, Diane was named the association’s Probation Officer of the Year (now called VJJA’s Meritorious Award in the Area of Court Services). In November 2009, VJJA presented Diane with Lifetime Member status.
Diane was a friend, a mentor, and for many years, the heartbeat of the association. A memorial service will be held on Wednesday, February 9th at 12:00 pm at the Princess Anne Country Club. A celebration of life will follow. Marc was born in Norfolk, Virginia. He graduated with honors from Matthew Fontaine Maury High School in 2005 were he played varsity football. He later received a Bachelor of Science degree in Administration of Justice from George Mason University in 2009 and a Master of Public Administration from Ashford University in 2012. After college, Marc began his career as a probation officer in Virginia Beach and was later promoted to probation supervisor in the 16th District CSU. He earned numerous recognitions for his outstanding contributions, exceptional teamwork and service.
Marc was a young man of faith and a lifelong member of Faith Community Church located in the Park Place community of Norfolk, Virginia, led by his father, Senior Pastor Rev. Dr. Olah Moore. As a youth, he participated in Operation Understanding Hampton Roads, a year-long leadership development program for African American and Jewish high school students. He also traveled to Europe with Student Leadership University to study biblical principles that impact youth in education and politics. He traveled with Urban Discovery Ministries to Jamaica speaking at various schools. Marc had a warm-hearted spirit with a captivating personality. He didn't believe in strangers; just friends he had not met yet. Marc bared his soul to the world, always leading with kindness, justice and authenticity. He will be deeply missed by his family, friends, and all who knew him.
